So, what is it?This conveyance was parked on a sidewalk in Germany.
I don't remember if that is a BMW logo on the fender above the front tire. I suppose the cover provides a little protection from wind and rain. We never saw any of these on the road, being driven. I bet it's economical on gas.

Neato! It looks like it has just two wheels. I wouldn't mind having a scooter with protection from the rain - though I might hesitate to ride this one in wind.
